Per- and polyfluoroalkyl substances, known as PFAS or forever chemicals, have been detected above federal health standards in drinking water sources across Southern California. In April 2024, the EPA finalized the first federal Maximum Contaminant Levels for PFOA and PFOS at 4 parts per trillion (ppt). California's own public health goals are far stricter: 0.007 ppt for PFOA and 1 ppt for PFOS (OEHHA, April 2024). More than 100 wells in Orange County exceeded the new federal limit as of 2024. A peer-reviewed 2023 USGS study found PFOA at 6.8 to 13.6 ppt and PFOS at 9.4 to 17.8 ppt in Southeast Los Angeles tap water samples taken inside homes. Public water systems have until 2029 to comply. Reverse osmosis systems certified to NSF/ANSI 58 are the most thoroughly tested residential treatment for PFAS removal.

What these numbers mean for SoCal homeowners

The geographic picture is uneven in ways that matter for individual households. LADWP's large, diversified system draws primarily on surface water imported from distant sources, which limits PFAS exposure through the distribution network. That benefit does not extend to the approximately 2.5 million people in Los Angeles County served by the 88 smaller city and district retailers that blend local groundwater into their supply.

Gap between the MCL and the health goal

The EPA MCL of 4 ppt is not a zero-risk number. California's OEHHA public health goal for PFOA is 0.007 ppt, more than 570 times lower. Regulatory limits balance risk with technical and economic feasibility. Pregnant women, infants, and people with thyroid or immune conditions may benefit from point-of-use treatment even when a utility meets the current standard.

Orange County's situation is the most thoroughly documented in SoCal. The OCWD basin underlies a region with decades of aerospace and industrial activity, and 62 of roughly 200 large municipal wells were taken offline to comply with California advisory levels as of 2024. Remediating the aquifer is projected to cost $1.8 billion over 30 years (Orange County Water District, 2024). Some of that cost will pass to ratepayers in the form of rate increases; none of it guarantees that every tap in every service area will meet the 4 ppt MCL on day one of the 2029 deadline.

Southeast Los Angeles presents an environmental justice dimension the county-level statistics flatten. The communities documented by the 2023 USGS study are predominately Latino and low-income, relying on smaller water systems that typically lack capital for rapid treatment upgrades. The PFOA and PFOS levels found in those tap samples, as high as 13.6 ppt and 17.8 ppt respectively, were both above state and federal health goals at the time of sampling.

Inland Empire data from UCMR5 is still being finalized. The military base connection is documented by multiple federal agencies: aqueous film-forming foam (AFFF), used for decades in aircraft rescue and firefighting training, contains PFOS and related compounds. Bases in Riverside and San Bernardino counties are among hundreds of U.S. military facilities where groundwater contamination from AFFF use has been confirmed.

Treatment options the evidence supports

The EPA and NSF have evaluated residential treatment technologies for PFAS. The table below reflects their guidance as of 2024. Not every filter marketed as PFAS-removing has been independently certified.

Reverse osmosis (RO)

Certified to NSF/ANSI 58 and tested for PFAS reduction. Removes PFOA and PFOS to below detection limits in controlled testing. Available as under-sink or whole-home point-of-entry systems.

Strongest evidence base
Granular activated carbon (GAC)

Reduces PFOS and longer-chain PFAS at adequate contact time. Performance varies by PFAS compound and media volume. Look for NSF/ANSI 53 certification with an explicit PFAS reduction claim.

Effective with proper sizing
Ion exchange resin

Single-use anion exchange resins designed for PFAS achieve low effluent concentrations. More common in municipal treatment but available as point-of-entry residential systems.

Emerging residential option

Standard pitcher filters and basic carbon block cartridges without a specific PFAS reduction claim on the NSF certification are not reliable for PFAS removal. Check the NSF certification database at info.nsf.org before purchasing any filter marketed for this purpose.

Common questions about PFAS in Southern California water

What are PFAS and why are they called forever chemicals?

PFAS is short for per- and polyfluoroalkyl substances, a family of more than 12,000 synthetic compounds. The carbon-fluorine bond at their core is among the strongest in chemistry, which means the compounds do not break down in water, soil, or the human body. The phrase 'forever chemicals' refers to this persistence. PFAS accumulate in blood and tissue over time, which is why health agencies focus on chronic low-level exposure rather than single-event ingestion.

What is the legal limit for PFAS in California drinking water?

The EPA finalized Maximum Contaminant Levels (MCLs) for six PFAS compounds on April 10, 2024. For PFOA and PFOS, the MCL is 4 parts per trillion. Public water systems must comply by 2029, with initial monitoring complete by 2027. California has not yet adopted state-specific MCLs, but the California OEHHA adopted separate public health goals in April 2024: 0.007 ppt for PFOA and 1 ppt for PFOS. Public health goals are not enforceable but guide future California rulemaking.

Which Southern California counties have the most documented PFAS risk?

Orange County has the most thoroughly documented impact, with more than 100 wells exceeding the EPA MCL and 62 large municipal wells in the OCWD basin taken offline as of 2024. Does reverse osmosis remove PFAS from drinking water?
