Chromium-6 is the lead concern for LA and Inland Empire homeowners
California made Erin Brockovich's concern into public health law. In 2011, the California OEHHA set a public health goal (PHG) for hexavalent chromium at 0.02 ppb. That goal is not a legal maximum; it is the concentration at which OEHHA says the lifetime cancer risk is negligible.
Los Angeles Department of Water and Power, the region's largest single utility, serves roughly 4 million customers from Eastern Sierra aqueduct water and local groundwater. The EWG Tap Water Database documents chromium-6 detections in LADWP supply at levels that place many service areas five to twenty times above the OEHHA health goal, based on UCMR3 monitoring data. Individual readings vary significantly by distribution zone and seasonal source water blend.
The San Gabriel Valley presents some of the highest chromium-6 readings in the state. Industrial plating and tannery operations in the 20th century left groundwater east of Pasadena with detections that prompted California's first attempts at a hexavalent-specific MCL. California adopted and then suspended a 0.02 ppb Cr-6-specific standard in 2023 after litigation from water utilities. The controlling limit today remains total chromium at 50 ppb for most systems, far above what OEHHA considers safe for lifetime exposure.
Standard activated carbon does not remove hexavalent chromium. The correct treatment technology is strong-base anion exchange resin or zero-valent iron media. Reverse osmosis provides partial reduction but is not the primary approach for dedicated Cr-6 control.

Hard water is the silent universal problem across every SoCal county
Every SoCal county sits in the “hard” to “very hard” range by USGS classification. Metropolitan Water District of Southern California, which imports and distributes water to roughly two-thirds of the region's population, reported blended product hardness between 130 and 450 mg/L in its 2024 Water Quality Report, depending on delivery point and source water mix. When Colorado River water makes up a larger fraction of the blend, hardness rises toward 400 mg/L and above. Most distribution nodes sit in the 200 to 350 mg/L range year-round.
At 200 mg/L (about 12 grains per gallon), scale accumulates inside water heaters and tankless units. The Water Quality Research Foundation commissioned a 2009 Battelle Memorial Institute study that documented water heater energy efficiency losses of up to 22 percent in hard water versus soft water conditions at residential flow rates. At 400 mg/L, the common Inland Empire range during Colorado River-heavy delivery periods, tankless heaters and dishwashers degrade measurably within two to three years without an upstream softener.
Perchlorate and the Inland Empire's aerospace legacy
Perchlorate, an oxidizer used in solid rocket propellant, entered Inland Empire groundwater through decades of aerospace testing at Rialto, Redlands, and Stringfellow sites. California set an MCL for perchlorate at 6 ppb in 2007. The EPA issued a federal rule in January 2026 setting a national standard; California's 6 ppb limit remains the controlling threshold for utilities serving California consumers.
Western Municipal Water District and IEUA, the two primary utilities serving Riverside and San Bernardino County, have documented perchlorate above the California MCL in specific wells, triggering treatment requirements. Several wellfields were taken offline in the early 2000s as cleanup under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) proceeded. Current tap water delivered to most customers is blended to bring perchlorate below 6 ppb. Homeowners on private wells in the Rialto basin should conduct independent testing regardless of current regulatory status.
Imperial Valley: the highest TDS readings in the region
Imperial Valley is the outlier. The region draws from the Imperial Irrigation District, which delivers Colorado River water with minimal treatment beyond chlorination and settling. The Colorado River at the Imperial Dam carry-point carries total dissolved solids of 700 to 940 ppm in recent years, according to USGS Colorado River Basin salinity reports and Bureau of Reclamation operational data.
The EPA secondary standard for TDS is 500 ppm; it is non-enforceable but marks the threshold above which taste, scale, and corrosion effects become noticeable in normal household use. IID tap water routinely exceeds that threshold. Arsenic, which concentrates in Colorado River water from natural geology and agricultural drain return flows, has been documented at levels approaching the EPA's 10 ppb MCL in IID supply measurements.
